It’s important to have a dive buddy on the surface by the buoy who keeps an eye on the surroundings and watches out for motorboats while you’re securing each other. Underwater, you can hear motorboats from a long distance away, but it’s impossible to pinpoint their direction underwater, so the buoy serves as a warning for boats to stay away, though there’s no guarantee they’ll see or understand it.
